Winnipeg Residential Snow Removal plows long driveways, approaches and turnarounds for acreage and rural homes north of the city. The job looks different from a city lot. The driveway might be several hundred metres, the road may be plowed late, and the plow that does come through leaves a ridge across the end of the approach.
What does the RM plow, and what does it leave to you?
Each municipality writes its own rules, and they are worth reading before the first storm. Our work starts where theirs stops.
In the RM of St. Andrews, public works clears paved and gravel roads, and gravel is handled by four area-based crews. Mud roads get only disking and grading, with no snow removal. The RM also requires property owners to clear the residual snow ridges from the end of their approaches and driveways, and not to push snow onto municipal roadways.
East St. Paul’s snow clearing FAQ describes the other pattern. The RM does not remove windrows across private driveways unless they are higher than 450 mm (18 inches), and then only after Priority I and II streets are done, and it leaves 150 to 300 mm behind. That is a lot of packed snow to be left with at the foot of a driveway.
How do we plow a long driveway?
A rural drive is planned before it is plowed. We look at where the wind comes from, where the open field starts and where the snow can go without drifting straight back. On a long drive we clear a full-width lane first, then widen it at the house, the garage and the turnaround.
We work the windrow at the road last, once the plow has been, so the ridge is cleared in one pass instead of two. The snow goes on your side of the line. Pushing it into the road is against the RM of St. Andrews’ rules, and anywhere it only ends up in front of the next plow.
What about the properties on St. Andrews mud roads?
For a house on a mud road, nobody is plowing the road at all, so the driveway is only half the problem. We can clear your own approach and the part of the lot we are permitted on, and we tell you honestly if the road beyond it is still impassable. Whether we can reach the property at all in a heavy storm is something we agree before the season, and a seasonal plan lets us do that.
The RM of St. Andrews covers 752 km² and includes Clandeboye, Lockport, Petersfield, Netley and Sans Souci. It is a spread-out area, so travel between clients is a real part of how routes are built. The St. Andrews page covers the area in more detail.
Why does East St. Paul need a private plow?
East St. Paul is made up of subdivisions such as Glengarry, Prairie Ridge, Deerfield and Silverfox Estates, plus market gardens, greenhouses and small farms. Under the RM’s windrow rule, a ridge of up to 300 mm can be left across your approach for you to deal with.
The RM does allow residents 65 and over to request windrow clearing in writing each year when no able person lives in the home. That covers the windrow only, so a private plan still handles the driveway. If this applies to a parent, see our page on snow removal for seniors.
And in West St. Paul?
West St. Paul covers 87.49 km² on the west side of the Red River, with the communities of Middlechurch and Rivercrest. Rural properties there are part of what we plow. We did not find a published windrow rule on the RM’s site, so call the municipal office if you want to know what its plow leaves at your approach.
Plans, timing and what to ask first
A rural plan works best when it is set up before the first snow. We walk or drive the property, agree on where the snow goes and note the gate, the turnaround and anything that has to stay clear. Does the RM plow my rural driveway?
No. Rural municipalities clear their roads, not private driveways. In East St. Paul the RM's snow clearing FAQ says it does not remove windrows across private driveways unless they are higher than 450 mm. In St. Andrews the RM expects owners to clear the ridge left at the end of the approach.
What if my road is not plowed at all?
Check with your RM first. The RM of St. Andrews says its mud roads get only disking and grading, with no snow removal. If your road is one of those, we can talk through how to get a driveway cleared out to where the road is passable.
How much does acreage snow plowing cost?

Can I pile snow on the road when I clear my approach?
No. East St. Paul prohibits dumping snow from private property onto municipal roads, and St. Andrews asks owners not to push snow onto the roadway. We place the snow on your side of the property line.
Do you plow on a seasonal plan or per visit?
Both. A seasonal plan means we plow after each qualifying snowfall without a call, and a per-visit arrangement is for storms when you ask. Rural properties on a plan are easier to fit into a route.
