How is snow removal priced in Winnipeg?
There are three common models: a flat monthly rate, a charge per visit, and a seasonal contract. Each one shifts the risk of a heavy winter between you and the company.
Monthly flat rate. You pay the same amount each month through the winter, however often it snows. Published examples:
- PropertyWerks advertises plans from $99 a month, rising to $123 and $148 a month for faster clearing.
- Imagine Lawns lists $129 a month for a one- or two-car driveway and walkway, $149 for three to four cars, $179 for five, and from $199 for larger properties, with service starting at 3 cm.
Per visit. You pay each time the property is cleared. Published examples:
- Snoweco lists per-visit clearing from $35.99 after a light snowfall and from $59.99 after a heavy one, with no charge in a month it does not snow.
- Imagine Lawns lists on-demand visits from $55 for a one- or two-car driveway up to $95 for large properties.
Seasonal contract. One agreement covers the whole winter, paid up front or monthly, with unlimited visits. Bulger Brothers publishes two tiers: a Standard plan from $185 a month that starts at 5 cm and clears within 24 hours, and a Premium plan from $250 a month that starts at 2 cm, clears within 12 hours and adds windrow clearing on demand. Precision quotes its contracts per home but publishes what is in them: automatic dispatch at 2 cm, clearing within 24 hours, and the City plow windrow included. What changes the price for your home?
The same company can quote two houses on the same street very differently. These are the details that matter most:
- Driveway size. Most price lists step up by how many cars the driveway holds.
- Walks and steps. A long front walk, side path or set of concrete steps adds hand work.
- The trigger and the deadline. A plan that starts at 2 cm and promises 12 hours costs more than one that starts at 5 cm and promises 24, because the company has to reach you earlier in the route.
- The windrow. Clearing the ridge the plow leaves across the approach adds time on every visit. What does that look like for real homes?
Published price lists are written for a standard front driveway, so the further a home is from that, the more the quote depends on a visit. Three common setups show where the numbers land:
A two-car front driveway and walk. This is the home every price list is built around. On the published rates it sits at the low end: from $99 a month on PropertyWerks’ entry plan or $129 on Imagine Lawns’ one- to two-car rate, and about $36 to $60 a visit. Before signing, check whether the street windrow is included, because on a residential crescent in St. Vital, as anywhere in the city, the street plow can leave one across the drive.
A detached garage off a back lane. The published plans describe the driveway and front walk, so ask whether a rear garage pad is included. If it is not, it becomes a separate line on the quote. The City plows the lane to packed snow and leaves the ridge across your pad, so a home in Transcona with both a front walk and a lane garage is really two small jobs. Price both before you compare companies.
An acreage lane outside the city. None of the price lists above cover a long gravel lane, so this is quoted by length and equipment. A lane in West St. Paul is a different job from a city driveway, which is why we cover it separately under acreage and rural driveway plowing.
What should you ask before you sign?
A low monthly price can hide a narrow scope, so compare like for like. Before you sign, get clear answers to these:
- How much snow triggers a visit, and how soon after the snow stops will the property be cleared?
- Is the windrow included on every visit, including after sidewalk and back-lane plowing?
- Are the front steps and walk included, or only the driveway?
- What happens in a storm that lasts two or three days?
- Is ice control included, or extra?
- Are the prices before or after GST and PST?

Is a monthly plan cheaper than paying per visit?
It depends on the winter. In a heavy month, a flat monthly rate usually works out cheaper per clearing. In a light month, per-visit pricing can cost less, but you may have to wait behind contract customers after a big storm.
Does the price include the windrow at the end of the driveway?
Not always, so ask. Of the companies above, one includes it, one includes it only on its top tier, and one sells it as a $40-a-month add-on. In Winnipeg it matters, because the City leaves sidewalk-plow and back-lane windrows for the homeowner to clear, according to its snow FAQ.

The City’s boulevard access program opens a path from the curb to the sidewalk for residents who cannot shovel and cannot pay someone else, and homes with front driveways do not qualify.
